That has held true for almost every war-mongering administration. Those who have served their country and/or been in an actual war are loath to commit others to such a fate. Teddy Roosevelt was, essentially a peaceful man. So were Kennedy and Carter. Those chicken hawks you listed could care less if some other mother's son dies - as long as it lines their pockets with good, red-stained gold. I really like that you do this, my dear. It’s important that a record be kept of those who are habitually careless with other people’s lives.
